On July 12, according to the China Trade Relief Information Network hosted by the Trade Relief Investigation Bureau of the Ministry of Commerce, on July 11, the European Commission issued an announcement to make a preliminary anti-dumping ruling on titanium dioxide originating in China, and made a preliminary ruling decision to impose a temporary anti-dumping duty of 14.4% to 39.7% on the products involved.
Titanium dioxide, commonly known as titanium dioxide, is an important inorganic chemical pigment widely used in paints, automotive paints and other fields. In recent years, my country's overall dependence on titanium dioxide exports has shown a gradual upward trend. Judging from export data, China's export dependence on titanium dioxide in 2023 has been close to 40%.
The EU consolidated nomenclature numbers of the relevant products are ex282300000 and 32061100 (TARIC codes 2823000010 and 2823000030). The dumping investigation period of this case is from October 1, 2022 to September 30, 2023, and the damage investigation period is from January 1, 2020 to the end of the dumping investigation period.
The announcement shall take effect from the date of publication. Interested parties shall apply for a hearing within 5 natural days from the date of the announcement and submit case opinions within 15 natural days.
On November 13, 2023, the European Commission launched an anti-dumping investigation on titanium dioxide originating in China. The imposition of a temporary anti-dumping duty of up to 39.7% on Chinese titanium dioxide companies has also attracted widespread attention in the titanium dioxide industry.
